Notify to ATK when the children of an ATK object are attached or detached to their parent

On ATK it is expected that the signal children-changed is emitted when the set of children of an AtkObject is changed.

In WebKit this is happening when the AtkObject backing the accessibility node is actually attached or detached. So that is what would be needed to implement in Chromium side.
