A11y: add ATK_STATE_FOCUSED support.

Map AX_EVENT_FOCUS to state updates of ATK_STATE_FOCUSED. As Blur events
are expected to be removed, this change adds a global static variable
pointing to current focus. This is needed to be able to emit setting
ATK_STATE_FOCUSED to false for the node that becomes unfocused.

A11y: notify content layer focus events to ATK

The idea is converting all the special events in content layer accessibility
to regular ui::AXEvent, and unify the implementation of them as much as
possible.

So in the case of the focus event, this patch just uses the general
NotifyAccessibilityEvent already implemented for AX_EVENT_FOCUS in
AXPlatformNodeAuraLinux.
