In builders page, group builders by category

On buildbot UI, the builders are grouped by category:
https://build.chromium.org/deprecated/chromium.android/builders
(Note how the last 4 bots: "Android ASAN (dbg)", "Cast Android (dbg)", "KitKat Phone Tester (rel)", "Marshmallow Phone Tester (rel)". These correspond to the final category: https://chromium.googlesource.com/chromium/tools/build/+/master/masters/master.chromium.android/builders.pyl#221)

On milo view, the builders are simply alphebetiaclly sorted:
https://luci-milo.appspot.com/p/chromium/g/chromium.android/builders

Instead, they should honor the builders' category:
https://chromium.googlesource.com/chromium/src/+/7fc049431e9e4d1b5af79d452a7135508b367329/luci-milo.cfg#1627

Filing as regression since buildbot UI does this and milo does not.

Would be nice to provide an option for either alphabetical or by category. 

Marking as known-issue for feature tracking. Adding to backlog to pick up later.
