Enable MediaFoundation based video capture tests on win10_chromium_x64_rel_ng |

Issue descriptionIt appears that MediaFoundation is not available on builder win10_chromium_x64_rel_ng, which is unexpected. We need to figure out why it is not available. If there is a way to make it available, we should take the appropriate steps and do so. Once this is resolved, we want to enable the corresponding tests in capture_unittests.

A quick update from (non-public) Issue 791610: We found that the reason that MediaFoundation is not available on that builder is that it was running an "N" build of Windows. We are looking into moving to a non "N" build.

Note: The newly added unit tests [1] already get executed but are currently skipped on the win10_chromium_x64_rel_ng bot because of this. This can be seen in the logs from the time it takes to run them (reported as 0ms). As soon as the new OS image is rolled out, we expect them to no longer get skipped.
