Calling scrollTop and scrollIntoView with smooth scrolling breaks

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Open https://codepen.io/anon/pen/pdYpLL
2. Click on the button "Click on me"

What is the expected behavior?
The red area should scroll, and the green area should scroll using a smooth scrolling.

What went wrong?
As soon "scrollTop" is called on element, scrolling on main page is cancelled.

Did this work before? N/A 

Does this work in other browsers? Yes
