WebRTCInternals::select_file_dialog_ defined but not used for Android

This, and some related member variables and functions, are defined for all platforms, but only used on non-Android platforms.

Status: WontFix (was: Assigned)

This will likely remain too low priority to fix until the code would be refactored and the issue removed of its own.
