Chrome not displaying To: Field in a Reply after Choosing Edit subject

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. Reply to Email in Gmail. 
2. Click Type of Response button and choose Edit Subject.

What is the expected behavior?
New window will appear showing To: field

What went wrong?
New window appears with no To: field

Did this work before? Yes N/A 

Chrome version: Version 62.0.3202.94 (Official Build) (64-bit)  Channel: stable
OS Version: Windows 10
Flash Version: 

Issue is just on one particular computer. Other browsers(IE, Firefox, Chrome Canary) on same computer do not reproduce the issue. Chrome has been uninstalled and reinstalled. Issue affects multiple profiles on same computer.

Unable to reproduce the issue on Win-10 using chrome reported version #62.0.3202.94 and latest canary #65.0.3286.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Replied to Email in Gmail. 
2. Clicked Type of Response button and choose Edit Subject.
3. Checked the "Default to full-screen" mode from options.
4. Observed that new window appeared showing To: field as expected.

chris@ - Could you please check the issue on latest canary #65.0.3286.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

As there is no response/feedback from the reporter from more than 6 months hence closing this issue and marking it as Wontfix.

@Reporter: Please feel free to raise a new issue if able to reproduce the issue using latest chrome builds.
