Anchor tags don't work

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: 1. Go to https://www.birdseye.co.uk/forever-food-together 2. Scroll down until you get to little arrows pointing down 3. Click on it, you can see that the anchor tags don't scroll down to the section What is the expected behavior? What went wrong? Before Anchor tags on this page used to work up until Version 60.0.3112.78 Did this work before? Yes 60.0.3112.78 Chrome version: 62.0.3202.94 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Able to reproduce the issue on Windows 10, mac 10.12.6 and Ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest canary #65.0.3285.0. This site is using an old version of jquery.scrollTo located inside the https://www.birdseye.co.uk/bundles/jsFindusFront?v=qi7EmVOAaT7msNqSOuctC833N_vKwMAayTEaXeHLpzo1 file. Update it to the latest version so that it is compatible with chrome. See https://github.com/flesler/jquery.scrollTo/issues/164
