[Android WebView] Lower minidump crash reporting fraction in time for 64 Stable.

We did this for 63 in   crbug.com/772814    

for that release we used 1% as the fraction - we should do so for 64 as well.

Status: Verified (was: Fixed)
Verified on 64.0.3282.116  on Pixel /OPM1.171019.020  with the flags generates Mini dump crash ID .
