Regression:Blue indicator is missing of opened overlay of 'Sign-in chrome'in Tabstrip.

Issue descriptionChrome Version:65.0.3284.0 46c535d207b3648ddefdf3f9a588b69ac5ef31f2-refs/heads/master@{#521227} OS: Win(7,8,10) Linux(14.04 LTS). Steps to reproduce: 1.Launch chrome and Navigate to Sign-in chrome . 2.Open New Tab Page and observe. Actual Result: Blue indicator is missing of opened overlay of 'Sign-in chrome'in Tabstrip Expected Result:Blue indicator should be present of opened overlay of 'Sign-in chrome'in Tabstrip This is regression issue broken in ‘M-64’ and below per-revision bisect result Using the per-revision bisect providing the bisect results, Good Build: 64.0.3281.0(Revision: 520392) Bad Build: 64.0.3282.0(Revision:520840) You are probably looking for a change made after 520758 (known good), but no later than 520759 (first known bad). I do not understand why we should badge with a blue indicator the Chrome sign-in tab? For desktop identity consistency, we are using a regular https://account.google.con/signin (so the URL is no longer a "chrome://" URL).
