Port the implementation of the ARC++ USB interface to the USB Mojo service

To allow the USB service to be moved into a separate device service process all consumers of the //device/usb C++ API must be moved to the //device/usb/public/interfaces Mojo API. This bug tracks porting the implementation of the ARC++ USB interface. Note that this interface exposes raw file descriptors, so we'll need to add that functionality into the USB Mojo interfaces as well one way or another.
