Steps to reproduce the problem:
1. Have less than 8 suggestions on the new tab page
2. Activate chrome://flags/#use-suggestions-even-if-few
3. Restart Chrome

What is the expected behavior?
Almost always 8 suggestions, at least if Chrome has been used a bit in the past

What went wrong?
Still only 7 suggestions

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

I've used Chrome for multiple years with this Google account, so there should be enough data to show me an eighth suggestion. I have also continued to use Chrome for some hours after turning on the flag.
Chrome on Android shows me eight suggestions (but very different ones, which reflects my typical usage), even though the flag is not set there.
