Nothing happens after clicking options in context menu in changes window of devtools.

Issue description

Version: 65.0.3283.0 8b187d71895ad00e5f0c2f9406f309daae5386a0-refs/heads/master@{#521170} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now open console drawer using 'Esc' key and select 'Changes' option from 'More options' iron icon
3. Now click on 'New style rule' icon to add item in 'changes' window and select item and right click the same to open context menu and try any options from it,observe

Actual: Nothing happens after clicking options(Cut,copy,paste)in context menu
Expected: Options(Cut,copy,paste)in context menu should work after clicking them.

This is a non-regression issue, seen from M-64 series as 'Changes' window feature in devtools appears from build # 64.0.3282.0

The changes drawer is not editable. I appear to be copy and paste out of the drawer into an editable area.
