Text app will always be topmost

 
UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10172.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3280.5 Safari/537.36
Platform: 10172.0.0 (Official Build) dev-channel coral-unibuild 

Steps to reproduce the problem:
1. Launch "Text" app
2. Launch other browser, apps

What is the expected behavior?
The last launched app/browser should be topmost

What went wrong?
Text app is topmost, click other apps/browser but they are always behind Text app

After unchecked checekbox from setting "Always on top" then reinstall text application from web store, the issue can't be duplicated.
