Desktop PWA: App icon in title bar should open context menu

Issue description

Chrome Version: 65
OS: Chrome

What steps will reproduce the problem?
(1) Install and open a PWA app in a window.
(2) Left-click the icon in the top-left corner.

What is the expected result?
It opens the same menu as right-clicking the title bar, shown here.

What happens instead?
Nothing.

This is based on my intuition from a lifetime of Windows usage, where the app icon opens the app title bar context menu. There isn't a precedent for this on Chrome OS, but it feels weird (to me) that left-clicking on the icon does nothing.

FYI the popups on CrOS don't do this (and are in fact are not even right-clickable!)

I'm happy to change this if CrOS people are.

+Kuscher: Do you think we can make the app icon (in both Desktop PWA apps, an popups) left-clickable to open the window context menu?

Mostly for compatibility with Windows.
I had no idea title bars were right-clickable. :-)  I'm happy to defer to the product folks.
