up and down shift when hovering links

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. buy new laptop with new version of windows 10 (factory standard with lenovo)
2. open a website in chromium browser
3. hover on a link

What is the expected behavior?
browser sits still, 

What went wrong?
instead of shifting up an down one pixel

Did this work before? No 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version: 

1. That is, it never worked on this laptop with this version of windows. 2. I hardly ever use my google account anymore, because google should offer more privacy.

Unable to reproduce the issue on Windows 7,10 using latest stable chrome version #62.0.3202.94 & latest Canary #64.0.3282.5.0  as mentioned in comment #0

Steps:
1. Opened a website in chromium browser -> hovered on a link
2. Observed no shifting up and down


ernstam@ Could you please find the attachment and confirm if anything is missed in triaging the issue.Please recheck this issue in clean profile and update the thread is issue still exists

Status: WontFix (was: Unconfirmed)
As there is no action on this issue for long time closing this issue. Request you to update your Chrome to latest #66.0.3359.181 and verify. Feel free to file a new issue if the issue is still reproduced at your end.
