Keyword shows up first in chrome://omnibox but second when I use it |

Issue descriptionChrome Version: 64.0.3282.3 OS: macOS 10.12.6 What steps will reproduce the problem? (1) Add a search engine with a custom keyword. (2) Type the keyword into the omnibox. What is the expected result? The keyword appears first. What happens instead? The keyword appears second, but appears first in chrome://omnibox (and has a higher relevance score than anything else). See attached screen recording for an example. I'm using this feature to create shortcuts to things like mail, which might be an abuse of it, but this *might* still be a bug.

For reference, the order in the final dropdown won't necessarily match that in chrome://omnibox because it's also a function of whether the top match is allowed to be default (see the "Can be default" column). The actual change in behavior here is a dupe, marking accordingly.
