Please explain what security vulnerability you're attempting to report here? The attachment is simply a whitepaper talking about the Whatsapp application and appears to be unrelated to the Chrome browser. Thanks.

Marking WontFix as there is no clear relevance to Chrome. Please file a new bug with a clearer description if there is still an issue. Thanks for your report.
