Chrome downloads PDF instead of opening after enabling «Enable network service» (chrome://flags/#network-service)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3278.0 Safari/537.36

Example URL:
chrome://flags/#network-service

Steps to reproduce the problem:
1. Enable «Enable network service» chrome://flags/#network-service
2. Restart Chrome
3. Try to open any PDF (local or remote)

What is the expected behavior?
Chrome will display PDF content.

What went wrong?
Chrome just downloads PDF instead of opening.

Once the «Enable network service» (chrome://flags/#network-service) is disabled, everything is working correctly.

Able to reproduce the issue on Windows-7,Windows-1 and Mac-10.12.6 using chrome canary #64.0.3282.5 with the steps mentioned in comment#0.

Observations:
1.'Enable network service' Flag is introduced in 61.0.3150.0. 

2. From #61.0.3150.0 to #63.0.3223.0  builds on enabling flag--> blank PDF is seen without any content. (Please refer 'BlankPDFBehavior' video)
 
3.whereas from #63.0.3225.0 to latest canary build#64.0.3282.5 -->PDF gets downloaded instead of opening (Please refer 'PDFGetsDownloaded' video)

Considering this issue as Non-Regression  issue and marking it as Untriaged for further investigation

Thanks for testing. Network service is still a work in progress.

yzshen: Is this issue covered under bug 705114?
It seems possible. I could take a look at this bug as well once I get started working on 705114.
