DevTools TouchPointer on second screen (Device Toolbar)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: 1. Open Dev Tools (F12) 2. Toggle Device Toolbar (Ctrl + Shift + M) 3. Select device (mobile and desktop) with touch behavior 4. on first monitor, round mouse pointer for touch should be seen during mouseover 5. drag Chrome to second monitor. Mouse will be hidden on touch devices. What is the expected behavior? Touch pointer should be seen on all monitors. What went wrong? Touch pointer can't be seen on second monitor. Tried to capture behavior using Screen Cast. Touch pointer is seen in screencast! But invisible for user in front of monitor. Did this work before? No Chrome version: 64.0.3282.2 Channel: stable OS Version: 10.0 Flash Version: Does not work with current stable 62.0.3202.94 and Canary 64.0.3282.2
