'Keep local data only until you quit your browser' doesn't clear all local data on browser quit

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Have a fresh install of chromium or a new profile and toggle on 'Keep local data only until you quit your browser'
2. Browse to a few sites, making sure you get cookies, database storage, local storage, channel ID, etc. for a good sampling of local data.
3. Close chromium, and re-open.

What is the expected behavior?
Local data would be cleared. The description specifies 'local data' and not 'cookies' so I would expect all local data including local storage, database storage, channel ID etc would be cleared at quit.

What went wrong?
Many types of local storage seem to remain remain once chromium is re-opened. This can include Cache Storage, Database storage, Local storage, Flash data, File system, channel ID, etc.

Note to self since I had a hard time finding it these days:
chrome://settings/content/cookies

Settings > Privacy and security > Content settings > Cookies

I can still reproduce this in Chrome version 67.0.3396.87.

If it helps, I have the 'Continue where you left off' setting turned on. However, I would still expect the local data to be cleared on quit, as this setting suggests. It does seem to work, just not for all of the data.

Refining the repro steps:

1. Navigate to chrome://settings/content/cookies
2. Check "Keep local data only until you quit your browser"
3. Visit https://rawgit.com/xchrdw/862c013b03edfa4ac43d44424f1bbeff/raw/886ed56b42f6b96b6d66986d4879521263457062/site_data_tester.html
4. Click 'Write"
5. Quit Chrome
6. Restart Chrome, visit the url from step 3

I'm seeing cacheStorage appear, but not the others. Might be flaky, e.g. work not finishing before shutdown?

jsbell@, can you double-check if you linked the right bug? Or lift the restrictions on the other one if it has any?
I removed the restriction, the bug should be visible now.
Hi. I still see a lot of Filesystem and Database storage entries in "All cookies and site data" with "'Keep local data only until you quit your browser". #8 works as repro for me.

71.0.3578.98 (Official Build) (64-bit), Windows 10.
It should be fixed (or at least) better in Chrome 72.0.3610.0.
