Any exclusion we have in trybot_analyze_config indicates that we're not properly tracking dependencies in the recipes and builds, and it means that we end up running more tests than we need to and potentially not filtering out unrelated failures as effectively as possible.

This bug should be used to track any work needed to make this file as small as possible or, ideally, to remove it altogether.
