it wont download anything

Steps to reproduce the problem:

download apps

What went wrong?
it wont let me download apps.

Tested this issue on Windows 7 using chrome reported version #62.0.3202.97 and canary #64.0.3282.5 with the below steps:
1.Downloaded the given tool 
2.From chrome webstore, downloaded some apps and download done successfully.

@Reporter: Could you please provide the details steps to reproduce the issue and also if possible provide the actual and expected screencast which would be helpful to triage the issue better.
