Include power events in the NetLog

Issue description

Include suspend/resume power events in exported NetLogs.

Sometimes you can infer by the presence of ERR_NETWORK_IO_SUSPENDED.

Would be useful to have these directly logged, since a suspend event can affect timings in confusing ways.

On Windows, TimeTicks keeps advancing while the system is asleep, so event durations in the netlog are extended by the time asleep for. Which can lead to incorrect performance conclusions when reviewing logs. (Whereas on other platforms TimeTicks stands still while asleep).
