permission bubble shows in wrong place when display disconnected

Repro steps:

(1) create a browser on external display
(2) type 'shell' in google search to show permission bubble
(3) disconnect external display from chromebook

warx@ i can't repro, what channel/device you on?

It may happen when the browser window is placed in the very right of external display.

Another symptom, while waiting for 'shell' search result, move window to external display by mouse dragging. We will also observe bubble window wrongly placed.
