Add link to build and builder page that takes you back to builders page |

Issue descriptionI'm on a builder page: https://ci.chromium.org/buildbot/chromium.android/Nougat%20Phone%20Tester/ And I want to go to the list of builders on that master: https://ci.chromium.org/p/chromium/g/chromium.android/builders As it is, I can't do so without having to either manually type in the url or clicking "home" and re-navigating to the master. There should be links at the top that allows me to go the builders page in one-click: See the "builders" link at the top of https://build.chromium.org/deprecated/chromium.android/builders/Nougat%20Phone%20Tester Filing as regression since buildbot's ui has this functionality and milo does not.

this is two bugs. One is bug 786261, another is displaying a builders link on the build page (https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/781020)

actually https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/781020 doesn't solve the problem for build page because currently we don't have "buildbot builder->project" mapping (we do for LUCI). https://2424-8a55d63-dot-luci-milo-dev.appspot.com/buildbot/chromium/Android/ displays builder groups on a builder page. For the build page case, would "click on builder, then click on builder group" work for you? i.e. we cannot display a list of builder groups on a build page.

The "builder groups" links on dev looks good, thanks As for the build page, "click on builder, then click on builder group" would work. It's only 1 more click, which isn't terrible.
