Mouse scroll wheel stops working after a few seconds

Issue description
Chrome Version : 62.0.3202.94
OS Version: OS X 10.10.5

What steps will reproduce the problem?
1. Go to any website (productforums.google.com exhibits the problem)
2. Use mouse scroll wheel to navigate the page
3.
What is the expected result?
Mouse scroll wheel should scroll page up and down
What happens instead of that?
Scrolling works normally for a few seconds after loading the page, but then slows down dramatically and eventually stops working
Please provide any additional information below. Attach a screenshot if
possible.
Have been using Chrome for a long time and this was never a problem before today

The issue is definitely specific to Chrome - does not occur in either Firefox or Safari as far as I can tell. Unfortunately it appears to be intermittent. On the day I reported the issue, the scroll wheel got stuck all the time, but since then it has been OK. However, today I have been seeing the issue again intermittently.

Unable to reproduce this issue on reported version 62.0.3202.94 and on latest canary 65.0.3285.0 using Mac 10.13.1 using steps mentioned below. 1. Launched chrome and navigated to productforums.google.com 2. Scrolled using mouse wheel and able to scroll without any lag @Reporter: Could you please check the issue on fresh profile which doesn't have any app/extensions or please check on Incognito profile and let us know the behaviour. This would help in further triaging of the issue. Thanks!

Are you able to provide a trace from chrome://tracing "Input Latency" trace when it occurs?

I have not seen the issue since my last report - will check on a fresh profile and also capture Input Latency via tracing when it occurs again.
