open invisible popup

Chrome Version       : Google Chrome  62.0.3202.94 , (32bit)
URL : see attached a file "invisible popup (P1).htm"
Behavior in Safari 4.x/5.x: not know
Behavior in Firefox 3.x/4.x:version57.0.1 (32-bit) bug not work

What steps will reproduce the problem?
(1)*i tested on windows 8.1 
first step run this code
--------
<button onclick="p1=window.open('','','width=0,height=0');p1.moveTo(screen.width,screen.height);">open invisible popup (p1)</button>
--------
or open attached file "invisible popup (P1).htm"
 and press "open invisible popup (p1)" button
(2) you have popup who not see in display
(3) you can show this popup (p1)  for this press "p1.moveTo(0,0)" button in attached file

Tried this issue on Win-7 using chrome reported version #62.0.3202.94 with the below steps:
1.Opened attached file "invisible popup (P1).htm"and pressed "open invisible popup (p1)" button and able to see popup
2.Now again pressed "p1.moveTo(0,0)" button and observed popup moved to background
Attached is the screencast for reference..

@Reporter: Could you please provide us the actual and Expected results so that it would be ease to triage the bug from TE-end

on screenshot "invisible popup (P1).png" actual and Expected results 
popup not have visible window 

on "invisible popup (P1).png#2" cursor on 3 window but window not on screen

i not know what it Triage-M62

this bug in windows 10 works too

probably bug fixed 
i tested on
windows 8.1 chrome 63.0.3239.84 32 bit 
and
windows 10 chrome 63.0.3239.84 64 bit 

in all test opened visible popup

p.s. 
When i created "invisible popup (P1).htm"  i tried create "hide popup (P2).htm"
but bug like P2 i seen in web news, therefore i not reported  about P2 .Now P2 in test worked like P1 (not work).
