chrome-infra-packages.appspot.com should let users sign in

Issue description

What steps will reproduce the problem?
(1) Go to chrome-infra-packages.appspot.com
(2) Navigate to a package (e.g. infra/tools/mac_toolchain/mac-amd64

What is the expected result?
It shows me details of the package, like what versions exist

What happens instead?
"You don't have permission to view this package."

Please use labels and text to provide additional information.
I definitely do have permission to view the package; I can get all the details with "cipd describe". But the webUI would be nicer.
