SplitView tries to snap a window that can't be snapped in portrait?

Repro step:

* Swtich to portrait in tablet mode
* snap one browser window to top
* start portrait only ARC++ app (e.g. Spinly)

Expected:
 Spinly should be opened in fullscreen

Actual
 Spinly is opened in letter boxed.

No longer reproducible. Spinly is now opened in fullscreen.
