Upon creating new style rule, tab key should move focus from selector to declaration block

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: 1. Open 'Elements' tab in dev tools 2. In 'Styles' panel click '+' to create new style rule 3. Type a selector value for the new rule and press tab What is the expected behavior? Upon pressing tab, keyboard focus should move from new rule selector to the first empty item in the properties declaration block. What went wrong? Keyboard focus appears to go to back up to the 'Styles' panel. Did this work before? Yes Chrome version: 62.0.3202.94 Channel: stable OS Version: 10.0 Flash Version:
