WebContentsObserver::DidReceiveCompositorFrame Doesn't Work in Viz

WebContentsObserver::DidReceiveCompositorFrame is currently called via RenderWidgetHostImpl::SubmitCompositorFrame

However this path is changing in Viz where CompositorFrames are submitted directly. So this will no longer be notified.

We need a replacement mechanism

Used it:

browser_test_utils::FrameWatcher
DevToolsEyeDropper
RenderFrameDevToolsAgentHost
HeadlessWebContentsImpl

RenderWidgetHostDelegate is called by RenderWidgetHostImpl. WebContentsImpl implements this and then calls the WebContentsObservers
