NTP appears in french language after selecting 'bing' search engine.

Chrome Version:64.0.3282.0 (Official Build) 5fdc0fab22ce7efd32532ee989b223fa12f8171e-refs/heads/master@{#520840}(32/64-bit) 
OS:Win(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/languages > Add languages > French(france)
(2)Click on iron icon> move to top, select search engine as 'bing' under search engine section 
(3)Now open ntp and observe.

Actual: NTP appears in french language after selecting 'bing' search engine.

Expected: NTP should not be displayed in french language after selecting 'bing' search engine.

This is a Non-regression issue seen from 'M50' series i.e 50.0.2638.0

Note: Issue not seen on Mac & Linux OS.

This is an issue with Bing's NTP implementation, it's not part of Chromium itself.
