Regression : Unnecessary while screen with options 'Take photo' and 'Switch to video recorder' is seen after picture is captured in 'chrome://settings/changePicture' page

Issue description

Chrome Version: 64.0.3280.5/10172.0.0 dev-channel  Kip,Paine and Celes
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Go to chrome://settings/changePicture page
(2)Click on 'Take photo' option  So that Camera screen is seen  -> Now click on 'Take photo' option in Camera screen ->  Picture is captured
(3)Now observe unnecessary while screen with options 'Take photo' and 'Switch to video recorder' before preview is loaded (Please refer video and Screenshot)

Expected: After Picture is captured Image preview should be seen immediately
Actual: Instead while screen with options 'Take photo' and 'Switch to video recorder' is seen for few sec

This is Regression issue as same is working fine in old Settings

There's supposed to be a flash when taking a photo but it shouldn't last for seconds. It should only last a fraction of a second (~100ms). It might be a bit longer on slow devices where processing the image takes longer but it should never take seconds. I can't reproduce this on any of my devices.
Able to reproduce this issue on build 64.0. 3282.7/10176.4.0 dev-channel Daisy,Kip,Reks,Paine,Candy,Peppy and Gnawty
