What steps will reproduce the problem?
(1)Sign into User -> Make sure that ChromeVox(spoken feedback)  option is not selected from 'Accessibility' at Uber Tray  
(2)Now click on 'Sign out' in Uber Tray -> In sign out screen select ChromeVox(spoken feedback) option(from 'Accessibility' at Uber Tray)
(3)Now Sign in -> Observe ChromeVox(spoken feedback) orange Focus is seen without enabling option from Accessibility and at top of the screen observe white strip (Please refer 'Actual_SignInScreenAfterEnablingChromeVoxInSignOutScreen' Video and Screenshot)
(4)Now click on 'Sign out' in Uber Tray -> In sign out screen observe ChromeVox(spoken feedback)  option is selected from 'Accessibility' at Uber Tray but ChromeVox is not Reading and no orange focus is seen (Please refer 'Actual_SignOutScreenAfterEnablingChromeVoxInSignOutScreenAndSigninginAndAgainSignOut' Screenshot)

Expected: 
a)After step (2)Sign in and No ChromeVox(spoken feedback) orange Focus should be seen without enabling option from Accessibility and also at top of the screen no white strip should be seen
b)After step(3)'Sign out' in Uber Tray and in sign-out screen ChromeVox(spoken feedback) should work
i.e. ChromeVox(spoken feedback) should read

Actual: Instead
a)After step (2) Sign in -> And observed ChromeVox(spoken feedback) orange Focus is seen without enabling option from Accessibility and at top of the screen observed white strip
b)After step(3)'Sign out' in Uber Tray ChromeVox is not Reading and no orange focus is seen

This is Regression Issue as same is working fine in 64.0.3270.0/10136.0.0 dev-channel Kip
