Outline of select boxes disappear at 33% zoom

Chrome Version:64.0.3282.0 (Official Build) 5fdc0fab22ce7efd32532ee989b223fa12f8171e-refs/heads/master@{#520840}(64-bit)

OS:Mac(10.12.6,10.13.2)

Steps to reproduce:
1.Launch chrome and navigate to ‘chrome://flags’.
2.Now zoom out to 33% and observe.

Actual Result:Dropdown border disappears on ‘chrome://flags’ page after zooming out to 33%
Expected Result:Dropdown border should not disappears on ‘chrome://flags’ page after zooming out to 33%


This is Non-regression issue seen from M-63 Build #63.0.3235.0

Confirmed with simple repro: http://jsbin.com/kitoneg/edit?html,css,output

Divs with 1px border maintain their border when really small, select boxes (at least on Mac) do not.

This is similar to  issue 792398 .

At zoom level of 33%, which mean that original 1px becomes 1/3 pixel,
such pixel can fall into some threshold (< 0.5, maybe?) and rounded to
zero. Such thing can happen anywhere in rendering and I don't think
it's worth fixing this case specifically.

Unless "let's make everything work with 33% zoom level" gets high priority,
no one would take this seriously, I guess...
