Regression: Unwanted flickering of chromevox focus is seen in ubertray

Issue description

Chrome Version: 64.0.3280.5/10172.0.0 dev-channel Paine, Celes, Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>>In OOBE screen, click on Accessibility and enable Chromevox.
(2)Now, click on ubertray , then click on volume icon and observe the chromevox focus

Actual: Unwanted flickering of chromevox focus is seen
Expected: No such flickering should be seen

This is a Regression as same is working fine in M63

NOTE: Issue is not seen on Windows and Linux.

Hi, this is tagged as a beta blocker for M64.  We're not that far out and this bug hasn't been updated in a few days.  Ping?  Thanks...

Triage: this definitely is a regression, but unless there is a regression in text to speech or braille feedback, I would not consider it a beta blocker. Thanks.
