HAR file captured from chrome.devtools.network.getHAR() has startedDateTime as empty.

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Created a plugin which uses chrome.devtools.network.getHAR(), to capture the HAR file.
2. HAR file got generated but startedDateTime has an empty object for pages and entries.  

What is the expected behavior?
According to HAR spec, the startedDateTime should be a string which gives date and time stamp for the beginning of the page or request.

What went wrong?
The startedDataTime in HAR log exported by "chrome.devtools.network.getHAR" is not a string, but an empty JSON object without any time stamp information.

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

This same issue is reproducible in Linux also. Below is the UserAgent information in Linux.
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Linux Version: Red Hat Enterprise Linux Server 7.3
