Steps to reproduce the problem:
1. Created a plugin which uses chrome.devtools.network.getHAR(), to capture the HAR file.
2. HAR file got generated but startedDateTime has an empty object for pages and entries.
What is the expected behavior?
According to HAR spec, the startedDateTime should be a string which gives date and time stamp for the beginning of the page or request.
What went wrong?
The startedDataTime in HAR log exported by "chrome.devtools.network.getHAR" is not a string, but an empty JSON object without any time stamp information.
