L2TP/IPsec VPN disconnects every few minutes

Reported by b...@dysaniac.net, Dec 1 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10172.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3280.5 Safari/537.36
Platform: 10172.0.0 (Official Build) dev-channel celes

Example URL:

Steps to reproduce the problem:
1. Connect to LT2P VPN
2. Do stuff
3. Watch for CrOS notification about disconnect

What is the expected behavior?
Maintaining a fairly constant connection

What went wrong?
Unknown, VPN connection drops on this release when it did not on other releases.

See attached excerpt of the /var/log/net.log during the VPN drop.

Did this work before? Yes 64.0.3270.0 (Platform version: 10134.0.0)

Chrome version: 64.0.3280.5 Channel: dev
OS Version: 10172.0.0
Flash Version: Shockwave Flash 28.0 r0

The log attached is a ChromeOS log.
+ OS>Systems>Network for triage
I can confirm this behavior, although on my chromebook pro, I can usually maintain connectivity for about 15-20 seconds. I see the same (mutatis mutandis) logs as the OP.

To my naive eye, it looks like the connection is dropping from the server side, but judging from the ipsec authlogs on my VPN server, that doesn't appear to be the case. (I'm a fairly new hand at this, so take it with a grain of salt.)

For what it's worth, I also see this behavior with third-party VPNs that support l2tp.

Version info:
UA: Mozilla/5.0 (X11; CrOS x86_64 10176.22.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.41 Safari/537.36
Platform: 10176.22.0 (Official Build) beta-channel caroline

Let me know if there's any more information I can provide.
I can confirm this is still broken on the dev channel with 65.x I'm going to try to powerwash/revert back to stable and try again.

Yeah, it's failing to respond to ARP queries from the gateway, and falling off the network. I reproduced the same behavior on both OpenVPN + L2TP/IPsec builtin clients.

http://crosreview.com/851085 is in the CQ now.
Thanks! This ought to be informative.
