Banner is skipped when IsExperimentalAppBannersEnabled() is true, regardless of whether preventDefault was called.

If preventDefault was not called on BeforeInstallPrompt, we should show the banner, rather than skipping it.

Status: WontFix (was: Untriaged)

This bug does not actually occur.
