Issue descriptionChase bug following Issue 787937. Copy: From nxia: "it'd be helpful if we have alerts/metrics on shards with broken ssp?" From aviv: "We'll punt alerting on corrupted base container to be container_pool's responsibility."

The pool is now metrics-instrumented, pretty thoroughly. We probably want to alert on any base container problems, so alerts can be added now.
