"Copy to clipboard" function doesn't work with downloaded images

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9901.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36 Platform: 9901.77.0 (Official Build) stable-channel link Steps to reproduce the problem: (I use web.telegram.org to paste the images) 1. Make a screenshot 2. Use the Copy to clipboard link on the notification 3. Paste into a telegram message. This works and the notification is still available for future reference 4. Download an image 5. Use the Copy to clipboard link on the notification 6. Try pasting into a telegram message. This doesn't work, and the image download message is gone from the notifications What is the expected behavior? The just downloaded image pastes nicely into the message What went wrong? Nothing happens, while the reference case nicely pastes the (screenshot) image Did this work before? N/A Chrome version: 62.0.3202.97 Channel: stable OS Version: 9901.77.0 Flash Version: 27.0.0.187
