Why is Chrome so painfully slow on the Surface?

@parisa: can you ask that person to try to disable the theme?
Anecdotally I was having similar issues on Chrome OS for a bit, but they mysteriously disappeared. One of the changes I made was the theme - I'm getting suspicious here.
Just to make it clear, Chrome runs very well on many/most Surface machines. The delays that some users are seeing are unusual and unacceptable and we would love to understand them so that we can fix or avoid them.
I do not have exact Surface configuration as reporter, however i do see ~1 sec lag for each new tab opening with 'Dark Theme V3' and attached the chrome://tracing here: https://goto.google.com/lmrns
