History search is inconsistent with multi-word

Issue description

Version: 62.0.3202.94 linux

On chrome://history, I don't get what I expect with multiple word search.

REPRO:
Query #1: 2018
Result: Lots of entries, including
  2018 Planning: Chrome Security for Enterprise

Query #2: enterprise
Result: Lots of entries, including
  2018 Planning: Chrome Security for Enterprise

Query #3: 2018 enterprise
Result: Just the following 1 entry
  2018 Planning - Make My Enterprise Secure (different doc)

EXPECTED RESULT:
I was expecting to see the entry from #1 and #2 in the results from #3, since it's just the two words together.

I don't believe History has ever supported multi-word support so this is more of a feature request. I also presume this is across all platforms, not just linux. CC'ing relevant folks to confirm


Whipping up a quick dummy equivalent, I couldn't reproduce this. Multi-word search works for some definition of 'works'.

I'm not entirely sure what's going on here, but if you could get a reliable repro case, I'd look into it.

Multiword searches are prefix matched so forEnterprise wouldn't match here. Also, we require 3 characters before doing a prefix match (which is probably not the best thing to do......)

FYI, the history backend is old and arcane and every investigation is an exercise in archaeology.
