net::ERR_CACHE_OPERATION_NOT_SUPPORTED PDF sometimes does not load

Issue description

Chrome Version       : 62.0.3202.94
OS Version: OS X 10.11.6
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: OK
    Firefox: OK
    IE/Edge: OK

What steps will reproduce the problem?
1. load a pdf file and observe  for range requests in dev tools
2. Repeat, clear cache, etc. and sometimes it stalls out with the spinning progress wheel. Other times it does not. When it errors out, Chrome logs an error. 
Note
 It appears that the disk cache look up is failing and no request is being sent over the network to retrieve the missing data




What is the expected result? PDF loads


What happens instead of that?  PDF sometimes does not load



Please provide any additional information below. Attach a screenshot if
possible.
Possible reason - Range request Fails occasionally  .  It is my understanding that when you see "Provisional headers are shown"  in the network tab that implies the the request was not sent
