chrome://crash in NTP terminates the app

Issue description

chrome://crash in NTP terminates the app 

1. Navigate to NTP
2. Enter chrome://crash in the Omnibox
3. <<Crash>>

Entering chrome://crash when viewing normal content (i.e. webpages) does not cause a crash.

The crash appears to be caused by displayNativeContent: being called with a nil nativeController, and triggering a DCHECK.

Since chrome://crash is mostly for debugging and it is not widely publicized, I think P3 is sufficient.

Does not crash for me anymore. Should we close this bug?
