Controls focused within a ScrollView are not scrolled into view if the given view isn't visible.

(1) Browse to http://www.popuptest.com/popuptest1.html
(2) Open Blocked popups bubble.
(3) Tab to list of blocked popup URLs
(4) Continue tabbing through the list of blocked popups.

Expected: When an item is focused that is not visible, ScrollView should scroll until newly focused control is visible within the viewport. 

Actual: Newly focused view is not visible and it appears nothing is focused.
