Why is clang-format updated so infrequently?

We update clang pretty frequently, according to “Roll clang” commits to https://chromium.googlesource.com/chromium/src/+log/master/tools/clang/scripts/update.py.

We update clang-format comparatively infrequently, according to https://chromium.googlesource.com/chromium/buildtools/+log/master/mac/clang-format.sha1. (That’s mac, but linux64 and win are the same.)

According to https://chromium.googlesource.com/external/llvm.org/clang/+log/master/lib/Format, clang-format’s still actively being changed, and I see no reason we wouldn’t want to be keeping current with it.

Because it's currently a pretty manual process. But doing the manual process once is slightly less work than setting up the automated process :-/

If you know someone who's interested in helping with this: I have a pretty detailed idea on what needs to happen, it just needs doing. (I'll summarize it a bit on the bug I'm going to dupe this to)
