High CPU Usage WebRTC

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Example URL:
https://www.kosmochat.com

Steps to reproduce the problem:
1. Visit website
2. Test out webcam chat connections in two browsers (world / country)
3. Notice CPU is growing constantly

What is the expected behavior?
CPU levels maintain stable

What went wrong?
The CPU levels keep on growing, which makes the website (and doing any other tasks) unusable after some time.

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 6.3
Flash Version:

Tried checking the issue on reported version  62.0.3202.94 on Windows 7 by navigating to https://www.kosmochat.com and clicked on Start video chat. Permission denied message is seen

I tried this quickly on Linux, couldn't repro. Is it the tab or browser process CPU that grows?
It is the browser CPU that grows (as presented in the video above).

The bug only appears when you have already gone through multiple peer-to-peer connections, so you will need to open two tabs and reconnect with yourself a few times.

Status: WontFix (was: Unconfirmed)
Ok, was able to repro and this appears to be a bug on the JS side. Whenever you quit/reconnect you keep the old video flow going and add a new one, this is visible under chrome://webrtc-internals/.
