Accessibility Properties tab unusable in dark theme

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: 1. Set the dev tools to Dark theme. 2. Inspect an element on a page. 3. Choose Elements > Accessibility Properties What is the expected behavior? The text (and icons?) for the accessibility properties should be white/light on the black/dark background. Further, the red text is nearly illegible on the black/dark background. What went wrong? The text does not adapt to the theme to still be legible, as it does with other panels in the dev tools. Did this work before? N/A Chrome version: 62.0.3202.94 Channel: stable OS Version: 10.0 Flash Version: I have attached three files to show the impact and compare with other panels. 1. Chrome_dev-tools_a11y-props_dark.png : shows the panel in the dark theme, with the text illegible on the background. 2. Chrome_dev-tools_a11y-props_light : shows the same panel in the light theme. 3. Chrome_dev-tools_styles_dark : shows another panel in the dark theme, with text that has inverted and is legible.
